Improve dupsigs test stability

While I wasn't able to find out the root cause of the behavior described in #3665 (comment 327854), I believe it might be caused due to some CI-specific conditions. This MR should lighten the CI load during the dupsigs test and make it more stable.

I ran these changes in CI on main, v9_18 and executed the dupsigs test in a loop. I haven't seen the issue in any of these runs.
