[9.18] respdiff jobs do not need "allow_failure: true"

Michal Nowak requested to merge mnowak/respdiff-drop-allow_failure-9.18 into bind-9.18

ASAN and TSAN respdiff jobs should be stable and not require "allow_failure: true" anymore.
