Move i386 and armhf to the Best-Effort category

Ondřej Surý requested to merge ondrej/remove-i386-as-fully-supported-platform into main

We don't test i386/i686 and armhf in our CI, so it's only fair to move those from Fully Supported to the Best-Effort category.
