Drop Debian buster from the CI

Michal Nowak requested to merge mnowak/drop-debian-10-buster into bind-9.18

The Debian buster is officially EoL and in LTS mode, so we can drop it to stabilize the CI.

The EoL support ends on 30 Jun 2024.

task and mem unit test instabilities are overrepresented on this old platform.
