Fix building netmgr_test with DoH disabled

Artem Boldariev requested to merge 4696-fix-netmgr-test-when-building-without-doh into bind-9.18

Some parts of the test rely on the functionality available only when DoH is enabled, but they were not properly surrounded by #ifdef's. This commit fixes that
