Fix a race in RPZ with min-update-interval set to 0

Merged Witold Krecicki requested to merge wpk-fix-race-in-rpz-with-min-update-interval-0 into master

if updates came too fast a REQUIRE assertion in lib/isc/timer.c could be broken.
