[9.16] chg: test: Drop TSAN jobs, drop bullseye jobs

bind-team-rw-api-rw-repo requested to merge backport-ondrej/use-staging-tsan-images-9.16 into bind-9.16

The new TSAN images, the TSAN-enabled images install libraries to opt/tsan, this doesn't work, just drop the TSAN jobs.

Additionally, drop Debian bullseye that's EOL now.
