fix: Finalize removal of memory debug flags size and mctx [9.18]

Petr Menšík requested to merge pemensik/bind9:bind-9.18-memory-flags-size-mctx into bind-9.18

Commit 4b3d0c66 has removed them, but did not remove few traces in documentation and help. Remove them from remaining places.

Version with a bit more places than main branch !9606 has.
