Currently we only have Debian Sid with OpenSSL 3.x and softhsm, and we
don't want to disturb existing configuration.

Add Debian Bookworm (which is almost frozen - no major changes) with
OpenSSL 3.x and download and compile the current PKCS#11 Provider that
can be used with the BIND 9.19+ OpenSSL 3.x Provider support.
