Tone down log messages added by #2352
The log messages added under #2352 (closed) are meant to help solve issues with subnet selection and the ilk. The problem is that all of the new message ids include the word FAILED, and the their texts portray the events as failures when most if not all of them describe normal decision points. If you are scanning log files (either by eye or script/tool) these are going to send up a lot of red herrings.
Message IDs should not use the word FAILED unless the situation is really an error or anomaly that requires attention. Similarly the text should more accurately describe the nature of the event. I'm afraid the messages as they are now are going to cause more problems than they solve.
