Re-organize, simplify hook tiers
My main goal is to simplify the process for new users to evaluate Kea. Currently we have 4 tiers of hooks, open source, premium, subscriber and enterprise. Now that we have transitioned to charging based on maximum active users, and that seems to be working to put more of the burden on the larger deployments, maybe we don't need all the complexity of so many different hook tiers.
We need to discuss further, but we might be able to go with just open source and commercially-licensed, which would be far simpler than what we have now. We could even consider re-licensing some of the commercially-licensed hooks to open source.
The changes would mean we change the separate tarballs we produce, the packages we produce, the software store, and change all the Cloudsmith tokens. This would be fairly disruptive, so I am suggesting it is a change we might plan with the Kea 3.0 version.
