In Kea 1.6 we introduced CB, a mechanism that lets Kea servers retrieve their configuration from database. They do it periodically. The interval is governed by config-fetch-wait-time. During a webinar there was a request for a way to trigger immediate configuration retrieval.

We previously discussed a command that would do that, but were unable to implement it in 1.6 due to resources limitation. It's a good idea, so we should do it in 1.7.
