[#1848] Base Postgres Config Backend hook

This is the base branch that introduces Postgres Config Backend skeleton hook with some common code between v4 and v6. The v4 and v6 specific code will be added in #95 (closed) and #96 (closed) separately.

Closes #1848 (closed).
