Resolve "Both HA partners should reply to Lease Query"

This MR adds a simple check to HA QueryFilter that assigns message types that are not client lease fulfillment messages to the receiving server's scope, bypassing load-balancing/scope assignment.

It does not address the addition of a configurable response delay mechanism suggested by the end user.
