Resolve "Tweak Developer's Guide (over 2.5GB now)"

Tomek Mrugalski requested to merge 3566-doxygen-tweak into master

This change is small, but has tremendous impact on the generated docs size. PNG files are large and SVG are small.

$ du -hsx html*
2,7G	html (that's the docs generated from master, using PNG)
563M	html-svg
