[#1019] Bumped lib versions for 1.6.1

Both libs should have bumped by current, but to avoid collisions with master libs, they bumped only revision.

src/lib/dhcp/Makefile.am -> 13:2:0 src/lib/http/Makefile.am -> 6:2:0
