Resolve Add D6O_LQ_QUERY option support to libdhcp

Part of #1235 (closed). This changes are needed by the Lease Query hooks library to pack and unpack query related options. It also modifies CfgDuid class to retain a copy of the generated server-id. There was no means of getting inside the hook lib, as the version created was only be retained inside the Dhpc6Srv instance.
