Time fields with value of "never" crash
Time fields, like ends, can have values of "never". This makes the code unhappy.

ISC DHCP emits a value of "never" when the variable's value is equal to MAX_TIME (0x7fffffff)
It also does not like it if starts and ends happen to be equal.
