next-server option causes migration failure if host is unknown
A simple configuration like this:

next-server ncd-booter;
host ncd4 { hardware ethernet 0:c0:c3:88:2d:81; }
host ncd5 { hardware ethernet 0:c0:c3:00:14:11; }
}
causes the error:
ncd-booter: host unknown.
next-server ncd-booter;
^
which is printed to stderr and stops the input configuration from being migrated.
It is possible that, wherever this is being run, the host may not be valid from that location (e.g., internal private network hosts). This is especially true now that it is available from the web: https://dhcp.isc.org
