Add a component for editing DHCP option data

We need to add a component that allows for editing option data (e.g. belonging to host reservations). The same component will be later used for subnet-level options etc.

This ticket follows the #720 (closed) that enables creating new host reservations. The host reservations can be currently added without option data.
