Resolve "Create shared network view in the UI" - fix post merge issues

Fix two problems with the new code:

• all false values are shown in the cascaded parameters table as (empty)
• one of the unit tests is unstable: https://gitlab.isc.org/isc-projects/stork/-/jobs/3558587
