cleanup: alphabetize rndc command dispatch

Tony Finch requested to merge fanf/bind9:u/fanf2/rndc-alphabetize into master

I was finding it a bit difficult to eyeball where rndc managed-keys was dispatched, because it is abbreviated to mkeys in the code. So I alphabetized it.
