Resolve "Remove ECS authoritative implementation from BIND"

Merged Evan Hunt requested to merge 32-remove-ecs-auth into master

Remove authoritative ECS support from the master branch. It will be retained in 9.11 and recursive support will be retained in the 9.11 supported preview branch.
