Move the last bits of libbind9 into libisc

Tony Finch requested to merge fanf-prune-libbind9 into main

Move bind9_getaddresses() to isc_sockaddr_fromtext() since that is a more logical place for it, and remove the now empty libbind9.

This MR depends on !7461 (merged)
