Clarify the documentation about DF-flag

Ondřej Surý requested to merge 3710-properly-document-DF-flag-on-outbound-UDP--9.18 into bind-9.18

Remove the reference to setting the DF-flag as we don't do that right now. Rephrase the paragraph that the default value should not be causing fragmentation.
