[#325] Always create BIND 9 process collector

Matthijs Mekking requested to merge 325-bind-exporter-no-named into master

At start up, the Stork Agent would only create the named process collector if a BIND 9 app was detected. Create the process collector regardless, so that if named was started after the Stork Agent, the process collector would pick it up.
