Resolve "Consider moving Stork developer guide to its own document"

This is the initial step towards making the Developer's guide a stand-alone document.

Tasks

  • As of 75c30aae, the developer's guide can be built with rake build:devguide, but it has a problem: can't be built twice. Complains about circular rake dependency.
  • Need to split the devel.rst into separate files/chapters.
