Test dnssec-policy algorithm rollover, fix some bugs

Tests algorithm rollover.

To ease the review process, here is the order of paremeters for key_timings and key_states.

key_timings "KEY1" PUBLISHED ACTIVE RETIRED REMOVED REVOKED
key_states "KEY1" GOAL DNSKEY ZRRSIG KRRSIG DS

This will become more readable with !3141 (merged)
